I suspect he is an idiot-savant, possessed of a highly developed ability to concentrate his mental resources on the fulfillment of his self-interest.

He has exhibited a deeply ingrained interest in becoming president. So I expect he will be able to marshall his mental resources sufficiently to allow him to repeat the oath. Maybe not verbatim, but close.

He may show signs of mental fatigue and irritability after those moments of concentration, as he did during the debates with Clinton.
