No, losing a confidence vote in parliament (as opposed to in the Conservative party) would mean dissolving the parliament, not just Johnson stepping down, so the Tories would be unlikely to vote no confidence. However, it is still a threat that Starmer can use, since it would be at least inconvenient.

I thought losing a confidence vote meant Parliament had 14 days to choose a new PM that a majority of MPs would support and it only triggers a General Election if they fail to do so. There was some talk of using the mechanism to replace May's minority government with a temporary 'Government of National Unity' made up of Labour, Libs, SDP & Greens but they couldn't reach agreement on who would lead it. In this case if the Tories were willing to unite behind a leader, even a temporary one until they've held their leadership contest, they have the votes to maintain the rest of their term.

Thank you! My perfunctory Googling didn’t find the rules. I’m sure Johnson will still be looking for a way around it; has he actually resigned yet?

I guess he imagines some event will mean a grateful1922 Committee will feel the need to change the rules to allow him to stand.

But then, I'm not sure that's very likely.

The Vote of No confidence is the right thing for the Opposition to do. His own party have said they think he's unfit for office. There is a deputy PM, who could stand in, but if the Tory MPs vote against such a VONC, they're saying that they prefer Johnson to Raab, and see nothing wrong with Johnson, with the even more recent security concerns and the new claims of his attempts to misuse his position for potential mistresses.

I think the procedure is independent of the FTPA, Labour Shadow Cabinet member James Murray was talking about a vonc this morning on Sky & stated that a Conservative interim leader who could command the votes of half the house could step in until the leadership contest is resolved.

You must remember Johnson is often confused by parties, being unable to distinguish them from working.

Given his life I'm not surprised he confuses them.
