I really do not think that the EU is setting up a fund to invest in U.S. MAGA-compliant companies. What I have read in an interview with EU chair von der Leyen is that they have have promised that those companies that had intended to invest in the U.S. anyway, are still going to do it. Obviously on Trump's side they're just going to brag that other countries have agreed to give America free money because they're so overawed by the Great Leader, but what you describe above sounds more like they've agreed to make a list of the various investments their companies have planned to make in the US anyway, and hand that over and allow Trump to claim responsibility for all of it. So, zero cost to them, and empty flattery for the orange dictator.
