They may also be part of a strategy to cripple the US economy. Businesses find it hard to plan when they don't know what the government is going to do next. Look at post-Brexit UK with business confidence crumbling as tariffs were coming/ oops no maybe later, inspections at ports must be done, well maybe not now, maybe later etc.
 
Trump signed an Executive Order holding those who challenge administration policies in court financially liable if they lose the case.

Not so easy, even with inside information. Current volatility is not deep enough to be worth the risk. Getting 5% maybe ? That's rookie numbers.
You can get more by simply promoting company, or by pushing policy which would benefit some parts of the market.
And Trump probably made much more with his crypto scam.
Trump's problem is not that he's manipulating stock market. The problem is he doesn't care about stock market.

I can see a business opportunity here though. Set up an agency to recruit bright, sprightly 90-year olds who are (in reuturn for having their rent, utilities and groceries paid in perpetuity) willing to listen to a presentation on what's wrong with some administration policy and then if they're conviced, to personally take on a court case challenging that policy, maybe with some pro-bono legal support.

If they lose, they're liable for $100 billion dollars they will never have. <shrug>
