He's already said he won't veto it--not that that means anything but it's clear his tactic now is to pretend he is totally fine with releasing the files, while working behind the scenes to ensure they are as scrubbed and redacted as possible.Because he doesn't want the files released, but knows he is going to lose the House vote, probably by a lot of votes. So he comes out ahead of the House vote saying "Vote to release the files!" and takes credit for something he doesn't want to happen but he is powerless to stop.
After that, he will put pressure on the GOP Senate to block the bill, and if that doesn't work the DOJ can step in with some sort of BS, and if that doesn't work there is the Presidential Veto.
