He did the deed, he lied to his mom and his mom went to the media to publicize the story. From what I've seen and read, all the media did was report what the mom told them and then report on the other involved parties responses.
Intelligence is largely hereditary, she may not understand what's happening.
Also, didn't she cause all this by issuing a press release? Who the heck hears something--anything-- from their kid and their first response is to alert the press?
I suspect she's as stupid and fame-whorish as her idiot son, and I'm glad they won't add too many undeserved millions to the fortunes they've already acquired.

I'm not one to defend the press, which I suspect is far less competent in its job than most professions, but I agree.
I'm not sure how much blame to give his mother, though. I'm not clear on why she'd tell the press anything about her son unless specifically asked (she must know he has publicists who handle that) but it's not like she deliberately misled anyone.
It remains unclear when Lochte told the story to his mother—and no one but them know exactly what she was told—but she became a messenger of the story to the media. The AP reports:

I don't support Lochte in this (who would?), but I wonder how seriously anyone expects him to take the charges and the demand to appear in a foreign court. Surely he can just ignore the summons (or whatever the term is) and go on with his life without fear of legal consequences.
