Asylum seekers should be housed in relatively self-contained areas while awaiting a determination. Let's make "Asylum Cities", they can have basic housing, cafeterias, convenience stores, heck even some entertainment. But controlled access, and they don't get to just wander at will through the US until they're cases are determined to be legitimate asylum. Once a legitimate asylum is determined, those families should be distributed pretty evenly throughout the entire US, not concentrated in grouped areas. Assimilation is important, and setting up ethnically homogenous clusters prevents that.
