I would think there's a very strong inverse relation between the advance of technology and the amount of hunter-gathering necessary to sustain life. A lot of the African population has been pretty much nomadic throughout history, I can't see how being constantly changing location would be advantageous to technological advancement in areas that aren't directly related to hunting and mobility. Yes, there have been some very powerful kingdoms in Africa throughout history, but it seems like most of the technological innovation has come from kingdoms with established agriculture, especially around the Mediterranean. You can see evidence of this in South and Central Americas as well. I'm assuming the same would apply to the steppes of Asia.
