I don't know that this guy meant to violate the law, but there was no check - either at registration or when he cast the ballot - that he was a citizen. He was only caught because he inexplicably contacted the clerk's office and requested the ballot back. Otherwise, he would have got away with it. If we don't have verification at the registration and voting stage, then citizenship means nothing.

If there's more than one entry in their big book with a similar name, I can provide my address. They put a mark next to my name and hand me my signed ballot papers. I go to a booth, mark my ballots, put them in the boxes, and exit the polling place. I then buy a sausage in bread, with grilled onions and tomato sauce, from the local community stall, and I walk home. All in all, about half an hour on a Saturday morning.

The difference is that enrolling to vote is mandatory in Australia. Every citizen once they turn 18 gets to fill out that form and have their name placed on the election roll. It's a rite of passage.

There's a difference between "just check a box" and "declare under penalty of perjury". So if you declare you are a citizen, and are later found to be not, then you can be prosecuted. And if you're in Alabama, Arizona, Georgia, Kansas, Louisiana, New Hampshire, or Wyoming, you do have to prove citizenship when you enrol.

But not when they turn up to vote. My next door neighbour could turn up and vote as me - as no ID is require at the polling booth. e.g., at the point where the vote is registered.

If that's true then surely the solution is to tighten up the registration process. That has far fewer downsides than demanding photo ID at polling stations and abolishing postal voting.
