In case I'm missing some nuance here, am I right in thinking the Justice Department is trying to argue that when Trump raped Carroll in the '90s, and when he lied that she was lying about it in 2019, he was doing it as part of his job as president so actually she was suing the US?

Of course.

Without delving too deeply into it, that whole push just sounds like it has two main purposes. Division, scapegoating, and false propaganda narrative pushing is pretty much a given, regardless of whether it directly succeeds or not. Oh, and diverting attention away from how deeply compromised Trump and so much of his Administration are when it comes to foreign powers, especially hostile ones, is also part of that line. Changing the rules to rig elections ever further in their favor if they directly succeed would be the second.
