If something needs an explanation that's more complicated than what's in a Junipr Infants my first book reading primer (think 4-5 years old), he can't understand it. I remember at the time that agency staff were saying his morning briefing had to be written on 5 pages or less, in very simple language using big font, lots of colours and pictures and had to paint him in a good light on every topic.
