Now the talk is about overhauling FEMA....
There's a long-standing US law that US federal funds must be distributed without any fear or favour of political influence. That is, one state cannot be favoured over another. The legislation name escapes me just now... Anyway, it provides for stiff penalties for violations. Perhaps these should be invoked if Trump tries political bargaining between states for FEMA relief.

Federal taxes are paid directly to the federal government via the IRS and other agencies. It's not as if Californians pay everything to California and then California forwards it to the federal government.


Except for the federal income taxes the state pays for it's employees. I wonder how much that is?

I'm not aware of any statute to that effect, but there likely is one given the provisions of Article 1, Section 8, which says that taxation, borrowing, and spending are to be for the "general welfare."

Congress may condition federal spending on certain policy preferences, but only within limits that include a relevancy test. For example, federal funding for highways is contingent upon a state passing a law establishing the legal drinking age at 21. If you don't have such a law, your state is ineligible to receive federal highway funds. Those are related provisions. You cannot, for example, condition money for disaster relief on a state passing a law requiring its law enforcement to take a certain role in immigration enforcement.

Good point. When the state is acting as the employer, then state government can exercise direct control over payments withheld from California state payroll. Google informs me that California paid $24.4 billion in wages and salaries to state employees. That might give some idea of the taxes at stake from that source.

In theory, only Congress can totally eliminate FEMA (the reality is TBD). This would have to make Republican senators and representatives from hurricane alley and tornado alley nervous. Has Trump gotten so out-of-control that he is forgetting that he still needs Republican majorities in the Senate and House to accomplish all of his goals?
 
I see, from his DAVOS statements that Trump seems intent on alienating just about every other country on earth.
I ge the sick feeling he actully thinks the US can get along without any other country. He beleives in Autarchy.
This will of course, end in disaster.
 
You don't need to be a resident for a Vanuatu nvestment passport. You are literally buying a citizenship online. My understanding is most countries offering investment passports also do not need residency. They just want your money.
So why would bother getting a Vanuatu passport if I'm not going to live there?

Perhaps the very ones who have demonstrated their willingness to commit violence on Trump's implied orders, and have now been pardoned and freed.

Well Vanuatu needs to raise money somehow..and they won;t do it off of tourism.
The New Hebrides and New Caledonia.........just read the opinions of the US troops stationed there in World War two, when it was a main staging area for the cmapiangs in the South Pacific.
Let's us just say they did not like it very much. It was a hellhole, frankly.
