I see no evidence they invited the mayor in.The ICE agent stated his belief that members of Congress could not be refused entry, which is a reasonable interpretation of the law and comports with published ICE policy. That does not preclude other sources of statutory that allow other officers to enter on official business. ICE agents are not necessarily experts in that regard. In fact, the presumption of regularity requires deference to a mayor's belief for what his authority includes.
The agent opened the gate from the public area to the guarded area and let the entire party in, after which they had a conversation over who would be admitted to the building and who would not. At the end of the conversation the mayor was warned that he was liable to arrest if he continued to stay, so he left. If you are invited in, you are not trespassing.
