Republicans in congress are planning on spending ~$1 billion on Trump's ballroom because "we need security", yet Trump wanders onto the whitehouse lawn (where he could be targeted by missiles, drones, or any of the other dangers republicans are touting) in order to dance?

He's not even inside the regular (non-ballroom) white house (where he would at least have some protection.)

Its hard to decide what's dumbest about his "plan".

That he thinks he has the authority to dictate salaries in the private sector?

Or that he thinks reducing wages will increase productivity (rather than force companies and skilled employees to do stuff that's more profitable.)
