There is an alternative.
Someone in the house of representatives challenges an EC and congress are sent to their chambers to address the challenge. The counting of the votes of the EC is put on hold until the matter is resolved.
The Senate immediately upholds the challenge, and therefore votes for the vote to thrown out.
Meanwhile, in the House, the Speaker sends the matter to a committee for review. The chair of the committee does not convene the committee.
On January 20, 2021, the President's and VP's 4 year term comes to an end, but there is no President elected by the EC. At that point, the Speaker of the House, the next in the order of secession, takes over as President of the United States until the election is resolved.
