It's also possible that the police were notified immediately, but were fobbed off by the participants. Or, were notified immediately but didn't do anything about it.
There's many possibilities. It's even possible that a case has been built and is waiting to go before the courts (and someone has decided to get the footage to the general public to speed things up).
According to the CNN article, while the LAPD is aware of the video, the incident happened too long ago to be prosecuted. According to the GF's lawyers, Combs bought the security footage:
The complaint alleges Combs paid the InterContinental Century City $50,000 for the hallway security footage, one of a number of allegations made in the November lawsuit in which Ventura claimed she was raped in 2018 and subjected to years of repeated physical and other abuses by Combs.
I wonder if this was one of the things DHS seized in their raid.
