Perry wants us to pay for his stunt

To clarify: the governor of a state can do whatever he wants with his troops - the paper orders are authorized under Title 32 and the mission is paid by the state. Perry wants the Federal gov't to pay for the mission, the orders are cut and paid for under title 10 and the governor relinquishes control of the troops - they are no longer state but federal soldiers.

One of the effects of this: the Guard troops get to rack up federal activation time for retirement points and the active duty status gives them access to active military benefits. I would expect this to cost not just active duty pay for a thousand soldiers but every single soldier ends the mission with new glasses and two new pair of boots.

Perry needs to declare some kind of emergency to get away with this, but once he does Big Army can deploy those troops anywhere on the planet and he can't bitch about it.

I think he's gaming the system and trying to get the Feds to buy his NG this year's Annual Training.

This is very interesting information.

I'm somewhat confused though, if Perry found a way to declare an Emergency.....and "under title 10 and the governor relinquishes control of the troops - they are no longer state but federal soldiers..."

they would then be federalized ....by an act of the governor?

(I know I'm not getting this right, or I haven't had enough coffee....) :confused:
 
This is interesting. Didn't Perry/Texas refuse the federal government funding to expand medicare in the state? On the grounds of fiscal responsibility, etc?

And now he wants the feds to pay for his state's national guard to protect against all those children coming across the border.

Makes it clear about the priorities there. Especially given the recent data about how helpful the expansion of medicare has been in the states that have accepted it. Texas doesn't care about it's citizens getting healthcare coverage, but does care about keeping out those nasty immigrant children.

The governor is Commander in Chief of the National Guard. The President is CiC of the Active duty military and the federal Reserves, but needs to borrow NG troops from the states. Technically a governor could say no but the state would probably lose federal funds for highways for years.

After Katrina Guardsmen from I think 5 different states converged on
Louisiana under Title10 orders paid by FEMA. There are rules for deploying US troops on US soil and how it gets paid for is one of the control points to maintain state/federal relations.

What Perry is doing is a stunt, or a scam, or both. Last year a Nebraska engineer unit had their entire AT paid for by FEMA because they came to colorado and helped us fix roads before winter and I think that's part of his motivation. NG units love it when the Feds pay for missions because they end up with new generators and stuff like that.

Hey, Perry read in the Bible that Jesus said "suffer little children", and by golly he's going to make sure they suffer.
 
I would think that there would have to be some sort of formal acceptance by the Feds. Otherwise, I'm sure someone much smarter than Perry (and that is a very long line) would have tried this already.
 
It's Perry getting headlines for another try at the Republican Nomination. He has only got a few months left as Governor of Texas and he has to get all the headlines he can between now and January.
IMHO he will do just what he did last time:Crash and Burn. He has a terrible case of foot in mouth disease,and the Powers That Be in the GOP will see he does not get within shouting distance of the nomination.

Yeah, immigration and border issues was one thing that W actually had a sensible policy on. At the time I chalked it up to him having been the Governor of Texas and having to deal with the real world ramifications of immigration policy, but now I suspect that that is not sufficient to explain his rationality on this topic.

Agreed. Immigration is one of the few areas I thought his policies were sensible.

If the border needs to be secured, and the states have already been told to stay out of the immigration business, who is responsible?

Well actually, all they are doing is shifting the annual two week of summer training to another location.

In two weeks they'll all quietly go home and nothing more will be said about it.

And Perry wants Obama to pay for an exercise that was already scheduled? What part should the national government cover, telephone calls home?
