Source? No, by law the FBI investigates crime, the NTSB aircraft accidents. 11, 175, 77, and 93 were not aircraft accidents; this should be clear if you were a crack NSA analysts.

But the crash sites were considered crime scenes. How many times must i show this? This means that criminal investigations had to be done.

The NTSB helped the FBI as needed. No, the NTSB did not need to investigate, they were asked to do things, coordinate things they do best. FDR readouts etc.

Please read the requlations covering crash scenes that are considered crime scenes and find out that the NTSb does have to investigate and report.
