If you want to get deep into things, "GSM" is a standard that encompasses things that aren't frequency related. However, it's characterized by it's frequency band of 850 MHz or 1900 MHz. Which is definitely within the spectrum defined as "radio" (3 kHz to 300 GHz).

That's why I'm thinking I'm missing what he's trying to say. If his claim is merely that the police/FD frequencies were the only problematic ones, then there's a whole issue of evidence for this, but at least it's not contradictory on it's own merits. However, if he's trying to say that there's a difference between "radio" and "GSM"... well... that's the part that's got me glabberflasted. GSM is a specific set of frequencies of radio communications. And yes, those tend to have issues within buildings; that's why there are products such as cellular repeaters on the market. My own building where I work tested the feasibility of such a thing, and this building is waaaaaaay smaller and less concrete-enclosed than either of the Twin Towers were.

That's why I'm wondering what he was getting at. If the former, well, again, evidence needed. But if the latter, then the statement is comparable to differentiating between "liquid" and "water".
