No, he's saying that he can modulate the volume of a specific sound. A decibel meter will very easily and accurately allow us to see whether there is any change in sound volume.

Wow. So given that audible sound originates in mechanical movement of (say) a guitar string or the cone of an oscillator's speaker, such a claim is tantamount to telekinesis.
