It's their HOME country - i.e. where they make their home. In many cases I imagine they are UK citizens, many will be born here. In other cases they will be legal immigrants.

I really doubt there is a significant issue of foreign nationals coming to the UK for a FGM vacation.

Even without the implications of criticising specific cultures that practise MGM, there's the ingrained, possibly even inate, sexism...just not the sort of sexism that one sex likes to complain about. While widely practiced in some Islamic countries its a cultural rather than religious practice. Christians in Africa are also perpetrating such abuse on their daughters.

I think doctors already ARE required to report child abuse like FGM, and screen for contagious diseases like TB. If someone tries to hide their children and not take them to the doctor, that's an additional crime.

Not to mention it's a violation of both the Universal Declaration of Human Rights and the citizenship laws of virtually every western country in the world.

One of the fundamental principles of citizenship is that you cannot prevent a citizen from living in their own country.
