Make yearly medical examinations mandatory (might catch malaria, tubercolosis and other things too) and then make it clear to the parents that if their daughter is mutilated she will be taken from them ON THE SPOT and if they ever have a girl again she will be taken from them shortly after birth.

Maybe because being too heavy handed about it has proved counterproductive, when education has proved better at eradicating the practice: France has tried heavy fines and prison sentences, only to find that the girls were sent back to their country of origin to be mutilated. African countries like Burkina Faso, after attempts at criminalizing it, imprisoning the women who practiced it on their daughters, etc., have had much better success talking to men in the local communities and showing them a film of the procedure, together with graphic descriptions of the damages, the health risk on the women and their babies. The men who have been educated that way are now demanding the practice to stop.

Remember also that, in muslim countries where it is practiced, it is a custom that predates islam by centuries, and most muslim clerics are opposed to it. Working with them will certainly prove much more efficient than lumping islam and genital mutilation together ...

While widely practiced in some Islamic countries its a cultural rather than religious practice. Christians in Africa are also perpetrating such abuse on their daughters.

Wouldn't this kind of thing be covered by existing child abuse laws? Is it exempt in anyway?

Rather than ranting and raving how about making your point in a sensible way so I (and others) can work out if it has any merits?

I am not a moral absolutist. If these barbarians want to behave just like they do in their home country then fine, but in MY country you act like we DO. And if they still insist on slicing up their daughters they can **** off.

As I wrote earlier, it has been tried in various countries but failed to solve the problem*. Jailing people in Europe without educating them* about what's wrong with the practice will only teach them it's illegal here, but won't prevent them or their compatriots to do it anyway.
