Why did that happen?

What is for me especially cynical:

Around 13 September one of EPA´s own buildings (next to Ground Zero) was tested positively for asbestos and was cleaned by professionals. Whereas in the same time, EPA recommended the public, to “vacuum everything, including air conditioning filters, and wipe all surfaces with a damp cloth, (...).”

An EPA announcement on general air quality in Manhattan is not the same as an announcement on air quality while working at Ground Zero itself. Use of face masks at all times was mandatory however a lot of workers failed to wear them due to their own laziness/lack of care.

So we've established that the government didn't kill its own people, it simply failed to enforce personal protective equipment regulations in a hazardous area. Nice to see those strawmen burn.

Simple answer: people are stupid. PPE regulations are impossible to enforce unless there are supervisors breathing down the necks of everyone, all the time. This is why, for example, in British law there is a duty of care on everyone in a workplace to make reasonable efforts to ensure that everyone including themself is using PPE and working in a safe manner; unless you have a catch-all, everyone can say it's somebody else's problem, and everyone will backslide.

No doubt the government could, by virtue of massive effort, enforced PPE regulations rigorously at Ground Zero, and some European governments probably would have. It would have cost more and achieved less, of course. My uninformed impression, as an outsider, is that the American approach tends more towards encouraging individual responsibility; make the equipment available, give clear guidelines as to its use - and there is no question that all that was done - then leave it to individuals to decide how much they value their own health.

Can you prove, that EPA excluded the air over Ground Zero in their statement? If not, then their statement included the air at Ground Zero.

About what kind of masks are you writing about ... do you have more information / references?
