To interpret this as a practical joke, we'd have to believe the joker's IQ is less than 80.

I disagree. He's written an entire book (a short one, albeit) with all of his "new frontiers" in science, under his real name for which there are verifiable publications in refereed media. I read the book. It's painful, but it's not a practical joke. It's a sincere attempt. I think we're actually looking at some kind of mental impairment. He really does seem to believe all this crap.
