I travel all the time and there have been times that they did fly, but I have had to catch another plane many times because they cancelled the flight because there were not enough people on the flight.

Yes they do, and being a VET I can tell you that those plans DO NOT include attacking civilans and blaming someone else for the attack. They revolve around how might we get attacked and what kind of response would we be capable of delivering.
