As Brian Dunning said, if creating 8.8 magnitude earthquakes was as easy as erecting what amounts to a cluster of cell phone towers, wouldn't everyone have done it by now?

The conspiracy theorists will have us believe all you have to do is build a couple masts that somehow alter, just a tiny bit (a tiny speck compared to the natural background variations), the ions high up in the sky. Again, if all you have to do is build something like this to cause earthquakes anywhere in the world, and the conspiracy theorists have exposed how H.A.A.R.P. works, why is Iran wasting money on nuclear weapons? Why aren't there sites like the one above in Israel, Britain, Germany, Japan, or Russia? Why does the US have to rely on aircraft and missiles to destroy Taliban hideouts when it could just destroy them with an earthquake?
Question #1 to ask yourself when confronted with an oddball claim: is this consistent with my experience of how the world works?
Edited to add: look again at the picture. We're looking at the strongest, more efficient super weapon in human history. Why is it so utterly undefended? Why are there tours to the site? Why can people just walk right in? I certainly can't just stroll into NORAD. But before you answer - please don't tell me "it's to hide how powerful it is" or some other tired nonsense - see question #1 above.
