I can see very plausible reasons why this happened. I think this isn't the "slam dunk" you are looking for. However, it plays well with the humanoids so its being milked for all its worth.

I wasn't looking for any of this. I was looking for a president who would hire qualified and competent people to head federal agencies. Why do you seem to insist that my political leanings drive my criticism. Isn't it possible, especially based on the evidence, that my anger is justified? Isn't it reasonable that this incompetent be fired post haste?

I am shamed to admit, I didn't know people were in the convention center either. I was watching the coverage, knew about the people in the superdome, hadn't heard a word about the convention center either during the evac or afterwords until the Brown thing.

I would have thought that was the entire rationale for having a body such as FEMA. "Emergency Management" seems like an excellent idea to me. That is what appears to have been totally lacking.

Fairly recently, Bush told Brown: "Brownie, you're doin' a heck of a job." If Brown was doing so great, then why was he fired? Can anyone say 'flip flop'?

I just watched the movie Volcano again on cable, and I thought the "O.E.M." people in that movie were incompetent (they are stationed in a semically active area, and don't know what magma is). However, I gave real life more credit than it was due.
