But what constitutes a medical emergency is, by the very nature of the law, no longer in the hands of doctors, but in the hands of politicians, who have reserved for themselves and their associates the privilege of countering the decision of doctors with non-medical, religious moralizing. You don't have to ascribe specific malicious intent to a law that is stupid and badly thought out, especially if the overall, non-specific intent is malicious. And you can't un-stupidify a law by imagining how you might have written it.
