I think an entire section of fencing was either blown to pieces or already removed and that the bomb was on the pedestrian side of the fence line.
ETA: Look at the before and after. The second to last piece of fencing on the right has a green sign attached at the upper right corner. (small boy standing behind in the before). Compare that green signs distance to the light poll to the left and it has hardly shifted its position in the after. I don't think the fencing was moved laterally by the blast and that an actual section was destroyed.
I agree that the other sections of fence haven't moved much. I just don't believe the missing section was somehow completely destroyed while that tree and mailbox look undamaged. It must have been removed by the first responders to get access to the victims that would have been right behind it.
