The second set of pictures is basalt, similar to (if not actually) the Devils Tower (National Monument) in Wyoming, a formation known as an igneous intrusion. http://www.nps.gov/deto/naturescience/index.htm shows a pictures of the side of the tower. There s a slide show on that page to walk you through the process, if you have the time to wait for the server.
I can't imagine that the explanation of the first is harder than water/wind erosion of a sandstone outcropping. There may have been balanced rocks there at some point in the past which finally tumbled over. http://www.neara.org/Moore/balancedrocks.htm
