I'd say that depends entirely on what form that rejection takes. It's true that a democracy can't operate if people don't recognize the legitimacy of the elected government, but that could be a symptom as well as a cause, and sometimes there's a thin line between opposing the government and rejecting it outright.It's my opinion that when people rejects the government that's when it starts to stop being a democracy.
