Also, to clarify, the "wind" in the above quote, is commonly referred to as exhaust.
Now, here are some pertinent facts.
Ion drives are useful in the long term, as their advantage is continuous output, but relatively weak acceleration, and their conservation of fuel.
Sudden turns and fast acceleration/deceleration are not their forte.
Theoretically you could have MASSIVE sources of electricity that could actually produce such effects, but their power demands would be exponentially more than our largest particle accelerators. Sipping an electrical surge from an AC power line would be like adding a grain of sand to the Sahara.
You aren't beating a dead horse with your unrealistic whimsy, you are slapping a stain on a rock and expecting it to whinney.
