There may be another step, as the caller was able to recognise that the person who answered the phone (Carol Phipps) wasn't Alice or Kathy Hoglan. (Unless she answered with her name, anyway.)So if we are to believe the CTists, then we are to believe that the NWO operatives were able to gather information on a last minute boarder of flight 93, and then rather than phone his mother's (likely his NOK) residence, the NWO operatives, called correctly, his Uncle's house, where his mother was staying (at the time), and then read off the scripted dialogue that was real time voice morphed to sound like M.Bingham.
.....there's an oddity in a redacted AT&T subpoena and a very short interview with a man who says he doesn't know Tom Burnett. Why did the FBI care? Were the two connected via a cellphone call? The document is here.
Marty Jansen is the man Tom Burnett contacted. Tom was from California, a quick search showed 7 "Martin Jansen's" in California. My guess is that it was just a wrong number. I wonder how close the digits were from his relatives number, to Mr. Jansen's.

An interesting document today, still on the 9/11 phone calls but including claims and details I hadn't come across before.
So, for example, there are second-hand details of a call from an unnamed flight attendant that says the Captain was at the back of the plane, being held with a blade to his neck, and threatened to have his throat cut if anyone tried to intervene, while the Captain says "I'd rather have my throat cut" "or something to that effect". Sounds implausible, as does the claim that the plane was "going to Camp David" - perhaps this has been augmented by something the teller's heard on TV? Anyway, it's here.
And have you ever wondered why, if Barbara Olson's Flight 77 call went through an operator, we've never seen that person mentioned? Well, they are here. Almost. The name is redacted but we do get a second-hand account (from a coworker) that "hijackers were ordering passengers to move to the back of the plane and were armed with guns and knives". They also comment that there's no indication that the operator was interviewed by the FBI, so expect truthers to claim that proves, uh, something.
There's also a summary table of calls with questions that the Commission wanted answered, helpful in terms of understanding how far their investigation went.
Overall I think the document is a worthwhile download for anyone who's ever followed threads on the 9/11 calls, and you can find a copy here (8.63 MB PDF file).
See that is the problem. To the FBI, this while unusual, and unclear, in the long run would make absolutely no difference in ANY ELEMENT of their investigation.
