That's what they want you to believe, however you are basing your logic on the assumption that CIA is an open and honest organization that would never participate in a false flag operation.

At the end of the day the CIA is a government agency, just like the post office, or the DMV, and most people who work there are honest and law abiding.

If you simply look at their attempt to get approval for Operation Northwoods you would see this is perfectly reasonable and part of their established record.
