Well, the two sites you have quoted are not exactly mainstream reliable sites, I believe.
I have no evidence at all that Bush is currently wanted by the ICC or any other institution or that any country is asking for Mr. Bush to be brought to the ICC or seeking for any legal action.

Where'd the "moral" bit come from?

War is the exercising of foreign policy by non-peaceful means. War is where people die - that's the whole point of the exercise. The morality consists of whether the foreign policy being pursued is in the best interests of the nation pursuing it.

After the war is over, we can then decide if any of the losing side's acts during the war were sufficiently immoral to warrant special treatment.
