Here's a nice find regarding landing radar, rendezvous radar and the bogus 1202 alarm
We all know for a fact that the whole 1202 Eagle program alarm charade was about the fraudsters figuring out a way to have trajectory people someway, somehow ignore the LM's transponder's being "tracked". The reason of course being, once the LM touches down, had the rendezvous radar been working, the LM transponder's being "read", would be doing nothing less that MARKING THE EAGLE'S POINT OF REST.
Of course with their desired bird hiding, the Apollo fraudsters could not have any of that. Check this out, from NASA's own, "Apollo Astronaut's Guidance and Navigation Notes", prepared by the MIT Instrumentation Laboratory, page 1-11. Not sure, but believe this section may be from as early as 1962.
"The radar employed in the guidance and navigation system is the first sensor represented in Fig. 1,-2. The radar equipment. is located in the two service modules or in the lunar braking module. This equipment,, which is used for close-in sensing during the rendezvous and lunar-landing phases , consists of two components: a tracking radar and a doppler radar. The tracking radar, which is an X-band monopulse radar, is used in conjunction with a transponder. During earth orbital rendezvous, , the transponder employed is located on the target vehicle; during a lunar landing operation, on the other hand, the transponder is located on the lunar surface. The transponder is needed on the moon for landing at a precise location near other equipment, for instance."

So the LM should have its transponder on during a landing, not just to cover one's rump on the chance an abort is required, but additionally, and equally importantly, one keeps the transponder on to help locate the lander, or equipment adjacent to it. For example this would mark the LRRR location in the case of our lost bird, the Apollo 11 Eagle.
In the case of Apollo 11 they had to figure out a convenient way to essentially turn off the LM rendezvous radar transponder. They did this with the 1202 alarm ploy. As mention previously, this more likely than no implicates Bales, a "superior" of his, or both, as on/two of the bad space apples.
