Bush did no such thing. The investigation into the 9/11 attacks, operation PENTTBOM, began immediately after the attacks and is the largest operation in the history of the FBI, at its height involving well over half the staff and budget of the bureau. No effort was made to prevent its starting in a timely fashion, and nobody has ever seriously claimed it was underfunded.
President Bush blocked the formation of, and tried not to provide adequate funds for, a commission to scrutinise the results of the investigation and to determine lessons learned, which is a very different thing.

When you shut off the valve you pointed to in red, you shut off the water to all of the FHV that you hilited with yellow arrows. Go back and try again.

it is VERY obvious that you have NO clue when it comes to standpipe operations, and cannot read a schematic of standpipes.
IIRC fire hose valves (FHV) are pressure reducing.
Not sure how good that would work in reverse.
Also, FDNY uses custom fittings.
I also notice the standpipes are 6" and 8". Using the FHV the most you could tap on is a 1 1/2 or a 2".

Maybe it was the hydrant connections. I always see guys at my hose shop getting FDNY to standard adapters, bitching about "FDNY connectors".The threads are the same for every department in the USA.

I think he's trying to bypass the fire dept connections (FDC), isolate, and charge that riser by feeding water into the fire hose valves (FHV) on the first few floors.
