Well if you work hard enough you can come up with a definition that includes all historical concentration camps and the entire planet Earth as well, but that's not helpful.

For example, using your reasoning, I think Canada is a place to confine Canadian people. If they want out they gotta get papers and jump through all these bureaucrat hoops, etc.

Look at it this way: if folks in another thread can water down/dumb down the definition of "Fascism" so that it defends their agenda of the week, then the meaning of "concentration camp" can also be watered down so that it can apply to a large territory where people live in apartment buildings and houses.
