Okay, Arizona can't make a state law about immigration because it's a federal power. Is legalizing marijuana completely a federal power? If so, then California can't do that. It's consistent. Feds don't like states infringing on their powers.

This was my though. Its about federal vs state more than the issue of drug legalization.
However, I cannot read your link at work (probably because of source), but the difference is that IIRC immigration is very specifically a federal power per the Constitution, but drug policy has always been a mixture of state/federal and is not specifically mentioned belonging to either in the Constituttion.
