Not true, in 2006 the US Navy captured 10 pirates who had taken an Indian vessel: http://query.nytimes.com/gst/fullpa...930A15752C0A9609C8B63&scp=4&sq=pirates&st=nyt

The pirates were turned over to Kenya and Navy personnel testified in their prosecution.

Who identified the culprits in the Cole attack? Who started the pursuit?

Clinton was taking action against al Qaeda even as he prepared to leave office. The Shrub did not exactly hit the ground running, did he.

I believe it was the CIA that identified the culprits as being Al-Qaeda about three months later, just before Bush took office. Sorry, but three months was way too long, Clinton should have made this a top priority from the day it happened. Clinton left the mess to Bush and while true, that Bush did nothing either, the attack happened on Clinton's watch, it was his responsibility.

What earth shaking events was keeping Clinton so busy those last three months? I seem to recall a trip to Vietnam <yawn>.

It is not like he had some means other than to allow the CIA to do its job in order to find the culprits. At least he did not take the same approach that the Shrub did and order a retaliatory strike against Saddam.
