There's nothing inherently wrong or underhand about building a tunnel. It's what you do with it that counts.
Wiki says the complex was originally an underground operating theatre, that Hamas subsequently enlarged.

In any case, I'm not sure I get the point of your question. Is it your claim that Israel had a military base there, that they used to launch attacks on the Palestinians? Or are you hinting that Israel somehow laid a clever trap for Hamas, by building tunnels to entice Hamas?

The point of the question was to learn more. Knowing that Hamas did not dig the original tunnel system, is part of my increasing knowledge that Israel has been exaggerating Hamas use of human shields.
Hamas demonise Israel and Israel demonise Hamas, as both sides try to gain support and justify their cause. That is typical behaviour of the vile men of violence, on both sides, who are responsible for the deaths of many innocents, on both sides, who just want to peacefully get on with their lives.
Yeah, Israel digging tunnels under a hospital is morally equivalent to Hamas launching military attacks from a base under a hospital.

The "tunnels" under the hospital were simply for expanded space for the hospital, built in the 1990s. Hamas using a hospital for military operations is terribly immoral and puts the lives of hundreds of innocent people at risk. Another war crime by war criminals.

A more proportionate response to the initial Hamas attack would have been to snatch an equivalent number of Palestinians as hostages and then exchange 1 for 1. Giving the Palestinians criminals in return for hostages is a very poor deal, especially when it is far more than 1 to 1.

Anyone with the slightest knowledge of this issue knows that Israel values the lives of their citizens much more highly than Hamas values the lives of Palestinians. Israel does not use its citizens as human shields.
