I'm pretty certain these "TRUMP observers" are self-appointed and not genuine poll-watchers.

And for the record, early voting in Philly had a bunch of technical issues this morning (mostly with the state database) and until they were resolved nobody was being let in to the locations.

25 Pennsylvania Statute §2687: "Must be a registered voter in the COUNTY; can only be a poll watcher in ONE district; candidates can appoint TWO watchers per district and political parties can appoint THREE watchers per district"

Every state has detailed criteria for who can and who cannot be a poll watcher.

Philadelphia voting commission has rebuked Trump noting that these are not official polling places (votes are not counted there and there are no machines), therefore anyone who does not have business there (getting a mail ballot and submitting it) should not be there.

This is exactly what Trump and his campaign claimed HRC did in 2016 which Snopes debunked then, This is what Snopes has to say about it today:

I checked and none of the American news sources in Philadelphia are covering this. It's probably a lie.

It was on local TV news. The story was about the event itself and how there were technical issues early on. They addressed the Trump tweet and the city’s response.

Note how the retweeted tweet calls them Trump Observers while Trump calls them poll watchers. There is a huge difference.
