There is something very wrong with process of your primaries if this is result.
As far I am aware, USA primaries aren't even mandatory or in law - this is purely party construct, right? Can't they change voting system in Democratic Primaries?
You guys would significantly reduce bad blood and infighting with system that lets you select more than one candidate and one most often selected wins. No need to complicate things with priorities, order or anything. Just let people pick many at once from Biden/Warren/Sanders/whatever.
Elections are a matter of law and are conducted by the individual states. In my jurisdiction, while election boards exist at county and local levels to determine site selection and staffing of polling places, the state certifies the results.
Parties do not conduct their own elections for those seeking public office. What they do have is their own rules for how to achieve certain positions within the organization itself, like any incorporated entity.
Now, they can "interpret" the results of these publicly run elections (i.e. the delegate math) however they want.
But at least in my neck of the woods, primaries are part of running for public office and so the election is a matter of public oversight, at least as far as collecting, certifying, and publishing the results.
