You make it sound like the US would be required to be just doling out huge amounts of money. Meanwhile, in reality, even if the US does stay in it, in the end, Trump and the US government wouldn't actually be required to pay even a single penny.
Well... given that I couldn't even find the term "all in energy policy" until after I searched through a number of pages of search results and that example ended up not saying what it was, no, I don't see what you're saying. There was "all of the above" mentioned a lot, though, and being used in distinctly different ways by different parties, though. Coal is declining, not gone. Even at best, it's unlikely to add significant numbers of jobs, regardless, unlike the potential for many of the forms of cleaner energy.
