what's the deal with the ban on tennis balls? Do they make people raise a racket?
I know you were simply working toward a punch line, but now I want to know.
page 14 of the regulations:
(18) Tents and other shelters, sleeping bags, sleeping pads, mattresses, cots, hammocks, bivy sacks, or stoves;
(19) Coolers or ice chests;
(20) Backpacks and bags exceeding the size of 18” x 13” x 7”;
(21) Lasers;
(22) Non-plastic containers, bottles, cans, or thermoses;
(23) Ladders;
(24) Grappling hooks, sledgehammers, hammers, and crowbars;
(25) Canned goods;
(26) Tennis balls; and
(27) Any other item determined by the Chief or Director to be a clear
and present danger to the safety of others.

Why are tennis balls an item "determined to be a clear and present danger"?

I should have spent another five seconds Googling before posting.
Washington state police officers have warned people to not pick up tennis balls from streets during the holiday weekend because many DIY fireworks makers use tennis balls. When the poorly made devices don't go off as intended, the makers leave them in the park or on the street but these amateur devices can go off at a later time. The police told CBS news that at least one dog was killed by this type of device.
