It is a collection of articles by mainstream Russian revisionists.
Before people start the usual Anglo smear: 'Neo-Nazi's!!!'... it is reminded here that Chmelnizki is a left-leaning Jewish liberal and a holo-believer.
But he supports Suvurow. And one of the articles in that book is written by himself: Panzer für Getreide: US-Unterstützung für die Rote Armee. That's German for:
Tanks for grain: U.S. support for the Red Army.
First of all Chmelnizki confirms that Hitler always had stated that a 2-front war was madness (as history indeed in the end has proven twice). The reason why Hitler nevertheless attacked the USSR was purely out of desperation. He had no choice. Even the Alllies admitted this behind closed doors in Nuremberg. This is what Jackson said:

Where the hell did the USSR get all their weapons from?
The Germans destroyed 18,000 tanks, 22,000 canons, 14,500 planes. It was only thanks to the enemy of Europe, I mean the USA, that the USSR in the end did not lose, so they could sit together in Nuremberg with these Americans and British to invent the holo-tale and finish Europe off for 6-7 decades.

Now back to what Chmelnizki has to say. In February 1930 Kahn signed a contract with a representative of the Soviet government, a
Saul Bron, from an organization called Amtorg. We don't have to delve deep to find out the ethnic background of this guy.
In 1930 the USSR was not even able to produce tractors, let alone tanks. 12 years later they had 24,000 tanks, all produced in the USSR.
Reason: Albert Kahn.
In 1929 Kahn's firm located in Detroit got the assignment to build a tractor factory in Stalingrad. This meant in practice a tank factory as well. In 1929 the USSR and the USA had no diplomatic relations. After all the Dutch Jew Roosevelt was not yet in power and, as a Jew, he loved the USSR. Kahn was very discrete about this contract. As wikipedia says Kahn built 521 factories for tractors (and tanks), between 1929 1932, in Stalingrad, Kharkow, Tomsk and Tscheljabinsk. From this list it becomes clear that Kahn built the entire Soviet armaments industry. This was done under the hardest possible conditions for the Soviet population, under the usage of slave labor, something that Kahn must have known.
Oh, and there was a little clause in the contract, Kahn was obliged to help propagate communism in the USA.

All the parts necessary for the build-up of these arms factories were produced in the US of A. Where else. It was a gigantic contract, 2 billion (worth 200 billion in present day worth). Not just these factories but also the complete infrastructure like houses for workers, were produced by Kahn. The money to pay Kahn was raised by selling the last corn of grain the commissars could find. Chmelnizki states that the famine was mainly caused by this enterprise of arming the 'peace loving' USSR. In 1932 the contract was extended.
so what intention could the USSR have had with this build-up against enormous costs?
