Let us look at the facts;

780 men and boys, all of them Muslim, have been imprisoned over time at Guantánamo since January 2002.

86 percent were sold to the United States during a time when the U.S. military was offering large bounties for capture; commonly, $5,000 was offered per man.

22 or more were children when taken to the detention camp.

Guantánamo today:

15 men remain detained at the base. All have been detained for more than 15 years.

6 men are not charged with any crime or offense, including 3 who have been cleared for release.

9 men have active cases in the military commissions system. Only 2 people still imprisoned have been convicted.

Given that the US carries out extra-judicial executions of people on the high seas. It is not surprising that members of the Trum executive promote the execution of people 'not charged with any crime or offense'. Only about 1% of those detained at Gitmo appear to be suspected terrorists, less than 0.3% are convicted (by a biased judicial system).

The trouble is that he's weakening it in multiple ways. Starting with the top personnel and then firing senior generals etc.
