Authoritarian dictatorships ALWAYS have elections. And the dictators love them because the People, who love the dictator vote 97% for his party. Or else.
Fair elections will be held in some states in 2026. If those are purple states with gerrymandered Republican legislatures, the leg will claim the right to submit their own "winners". 2/3 of the Supreme Court, and the majority of the House and Senate, will agree, and swear them in. Otherwise, in "blue" states, the House and Senate will simply reject them. Except maybe a few tokens.
The 2027 US Congress will consist of 70 Republican Senators, 400 Republican Represntatives, and about a hundred DINO's.

Incidentally, for context here, Buttigieg began the FAA's transition from using decades old copper wires to fiberoptics. It was never advertised as a quick transition, given the sheer amount of work involved in doing so, but it has increased bandwidth and reliability where it's happened. It is one of the ways that the Biden Administration was working to update badly outdated technology at the FAA while they also worked on trying to fix more general problems at the FAA that were caused by Trump's budget cuts and hiring freezes during his first Administration. That Trump has again sabotaged the FAA during this Administration really is no surprise, incidentally, and his rant here suggests that he's trying again to deflect responsibility for his evil deeds, as ever.

The only thing I don't understand about the felon demanding $230 million is why he isn't demanding $230 billion. I mean, being that the approval depends on people that work for him, and that this is a classic mob corruption technique that has been used for centuries, and that approval is a given, why not demand a sum as ridiculous as he is?

Well, the DOJ has a budget. The sums usually are not over 4 million. 230 billion would require congress.
