According to that source, 16 presidents have invoked the act, so the correct percentage is roughly 35%.
There's no way in hell that Donald Trump could have divided 16 by 45 or 47 and gotten 50%. If Trump had done the calculation, the act would have been invoked by 1500% of presidents.
