Trump was talking about the number of presidents who have used the act, not the number of times the act has been invoked.

According to that source, 16 presidents have invoked the act, so the correct percentage is roughly 35%.

There's no way in hell that Donald Trump could have divided 16 by 45 or 47 and gotten 50%. If Trump had done the calculation, the act would have been invoked by 1500% of presidents.
